Home Buyer's Down Payment Assistance Program
Through funding provided by the Community Development Block Grant (CDBG) program, the Town of Normal is proud to offer this financial assistance to income-qualified persons looking to purchase a home in Normal. This program provides a grant through a buyer's lending institution for up to $3,000 to help offset down payment and closing costs.
Upon receiving the assistance, a second mortgage is placed on the home in the amount of the grant. The mortgage lasts for five years, with twenty percent of the grant amount forgiven each year the home remains occupied by the qualified home buyer. The second mortgage is then released by the Town after those five years.

Qualifications and Application Materials
Eligibility & HUD Income Guidelines
This program is not limited to first-time home buyers, but is restricted to those meeting income criteria set by the U.S. Department of Housing and Urban Development (HUD) and a few other qualifications. The home being purchased must be owner-occupied and located in the Town of Normal. Additionally, mobile homes are not eligible under this program.
Qualifying income limits, which are subject to change at any time by HUD, are based on household size. Per HUD's definition, a household consists of any person(s) living in the home, regardless of family relation. Income from all persons in the household are considered for this program when determining an applicant's eligibility.
