Pamela Reece Named New Normal City Manager

Chris Koos, the mayor of the Town of Normal announced this morning that Pamela Reece will be the next City Manager of the Town of Normal. Ms. Reece will succeed Mark Peterson, who retires effective the end of March.

Mayor Koos said that the Town received 49 applicants from across the nation for the position, but that the Council’s choice was clear. “We had several outstanding candidates, but we were unanimously agreed,” said Koos. “Ms. Reece stood apart from and above the rest in experience and a demonstrated ability to maximize the resources of our community and to face any future challenges.”

Pamela Reece will become just the third City Manager of the Town of Normal, since the municipality adopted that form of Government in 1969. Dave Anderson served as City Manager from 1969 to 1998. Peterson has been City Manager since then.

Ms. Reece was hired by the Town of Normal in 1991, promoted to Assistant to the City Manager in 1994, and to Assistant City Manager in 1998, assuming supervisory responsibilities over various departments. Since 1998, she has served as the Town’s Chief Negotiator for collective bargaining.

Ms. Reece was promoted to Deputy City Manager in 2010 to reflect the added responsibility of serving as Director of Human Resources. She currently shares supervisory responsibilities of Normal’s entire organization with the City Manager.  Departments currently under her supervision include the Fire Department, Finance, Information Technology, Public Works, Facilities Management and the City Clerk’s office.

Ms. Reece has also served on staff teams to coordinate various facility projects for the Town including the Children’s Discovery Museum construction, the Fire Station #3 construction, and the Uptown Station construction.

Ms. Reece lives in Normal with her husband, Jay Reece. They have two children attending college.

Ms. Reece holds a Masters of Public Administration degree and a Bachelors of Business Administration degree from Western Michigan University. She is a member of the International City/County Management Association and Illinois City/County Management Association, for whom she served as President of the Downstate City Managers in 2000-01

 Ms. Reece is currently on the United Way of McLean County Board of Directors and the Boys & Girls Club Board of Directors. She is a past member of the McLean County Chamber of Commerce Board of Directors, The Baby Fold Board of Directors, and the Heartland Healthcare Coalition Board of Directors.
