Chapter 7 - Water and Sewer
Division 11 - Water Main Tap-On Charges

SEC. 7.11-1 REQUIREMENTS. Any person, firm, corporation or agency what-soever who shall be allowed to tap into any of the following designated trunk line water mains shall pay, separate and apart from any other charges, tap-on or hook-up charge at the rate hereinafter established.

SEC. 7.11-2 DESIGNATED AREAS. Designated general trunk line water main areas are designated and described as follows:

  1. NORTH MAIN STREET - The North Main Street Watermain constructed by Rowe Construction Company under contract dated June 11, 1965 and the extension thereto from Raab Road to Northtown Road constructed by Berner Plumbing and Heating, under contract dated May 16, 1968.
     
  2. NORTH LINDEN STREET - The North Linden Street Watermain constructed as an extension to Rowe Construction Company's contract dated November 8, 1966.
     
  3. FORT JESSE ROAD - The Fort Jesse Road Watermain constructed by Berner Plumbing and Heating under contract dated May 16, 1968.
     
  4. WEST COLLEGE AVENUE - The West College Avenue Watermain constructed by Berner Plumbing and Heating under contract dated May 16, 1968.
     
  5. ADELAIDE-GREGORY STREET - The Watermain constructed by Rowe Construction Company under contract dated June 29, 1970.
     
  6. SOUTH COTTAGE STREET - The South Cottage Avenue Watermain constructed by Gildner Plumbing and Heating under contract dated August 21, 1974.
     
  7. WARRINER STREET WATER MAIN - The Warriner Street watermain is the watermain constructed by Rowe Construction Company under the contract dated November 15, 1977.
     
  8. HOVEY AVENUE WATERMAIN - The Hovey Avenue Watermain, constructed by George Gildner, Inc. under contract dated June 6, 1983. (Added 2/6/84)
     
  9. LINDEN STREET - Raab Road, the Linden Street - Raab Road Watermain, constructed by George Gildner, Inc. under contract dated June 6, 1983. (Added 2/6/84) The Linden Street Watermain constructed by Berner Plumbing and Heating, under contract dated February 19, 1981. (Added 9/4/84)
     
  10. EAST COLLEGE AVENUE - The East College Avenue Watermain, constructed by George Gildner, Inc. under contract dated June 6, 1983. (Added 2/6/84)
     
  11. LINDEN, RAAB, TOWANDA - The watermain constructed by Berner Construction Company, Inc., under contract dated June 21, 1989. (Added 8/19/91)
     
  12. SAKURA LANE/DIAMOND-STAR PARKWAY - The watermain constructed by Stark Excavating, Inc., under contract dated June, 1989, and extended by MMSA along Diamond Star Parkway. (Added 12/20/93)
     
  13. RAAB ROAD, PINE STREET AND TOWANDA AVENUE watermain trunk lines previously constructed by various contracts. (Added 2/7/94)
     
  14. MEIJER/HERSHEY ROAD water main trunk lines constructed under contract to the Town of Normal by George Gildner, Inc., July 3, 1995, and by Christ Lutheran Church under contract with Stark Excavating. (Added 4/1/96)
     
  15. PARKSIDE/RAAB ROAD. The Parkside Road extension from Gregory to Normal Community West High School, constructed under contracts with Stark Excavating, Inc., dated September 17, 1993 and Rowe Construction, dated May 16, 1995. The Raab Road extension estimated cost of $190,440.00. (Added 9/15/97 by Ord. No. 4470)
     
  16. NORTHEAST NORMAL. An area east of Hershey Road, north of Fort Jesse Road, west of McLean County Road 200 East and south of the railroad right-of-way and south of McLean County Road 1900 North Road. (Added 8/7/01 by Ord. No. 4737)
     
  17. Franklin Heights Extension. The Franklin Heights extension runs from Airport Road easterly along Fort Jesse Road to the west boundary of Franklin Heights Subdivision. (Added 2/19/07 by Ord. No. 5117)

Applicable tap-on fees shall apply to all the designated general trunk line watermains and extensions thereto.

SEC. 7.11-3 MAP. The areas that the tap-on charges would apply to as above designated by name are shown on a certain map entitled Town of Normal Water Main Tap-On Map, approved by the City Engineer, is attached by reference as though specifically set forth herein. This map may in the future be revised as the Town of Normal extends additional trunk lines to other areas. (Amended 8/7/01 by Ord. No. 4737)

SEC. 7.11-4 FEES. The tap-on fee per acre for the above-listed areas shall be as follows:

  1. NORTH MAIN STREET - $300 per acre or fraction thereof.
     
  2. NORTH LINDEN STREET - $300 per acre or fraction thereof.
     
  3. FORT JESSE ROAD - $205 per acre or fraction thereof.
     
  4. WEST COLLEGE AVENUE - $300 per acre or fraction thereof.
     
  5. ADELAIDE-GREGORY STREET - $300 per acre or fraction thereof.
     
  6. SOUTH COTTAGE AVENUE - $400 per acre or fraction thereof.
     
  7. WARRINER STREET WATER MAIN - $2,200 per acre or fraction thereof. (Amended 2/1/78)
     
  8. 1977 SAMANTHA STREET - MORGAN STREET 6-inch watermain.

  16. PARKSIDE/RAAB ROAD - WATER main extension - $420 per acre or fraction thereof, plus 6% interest compounded annually from October 1, 1997. (Added 9/15/97 by Ord. No. 4490)
     
  17. NORTHEAST NORMAL - WATER MAIN EXTENSION - $508.00 plus 6% compounded annually from August 17, 2001. (Added 8/7/01 by Ord. No. 4737)
     
  18. Franklin Heights Water Main Extension. The tap on fee for this water main extension shall be based on the front foot of property immediately contiguous with Fort Jesse Road right-of-way served by connection to the Franklin Heights water main. The fee shall be $41.47 per lineal foot of property contiguous to Fort Jesse Road right-of-way plus six percent (6%) interest compounded annually from January 1, 2007. (Added 2/19/07 by Ord. Any fractional part of an acre shall be considered to be one whole acre when computing the tap-on fee. In explanation, if water service is requested for an area less than one (1) acre included within the tap-on area as designated in SEC. 7.11-3 MAP, fees would be assessed at the rate of one (1) acre. If multiple acreage is involved, the rate would be computed by rounding off the acres to the nearest whole number.

Charges for watermain taps or service taps that are made by the Normal Water Department are due and payable upon completion of the tap and when bills are rendered. The user or customer will be assessed at prevailing material and labor costs. A schedule of charges is listed at the Water Department displaying estimated charges for particular size taps. This schedule is intended as a guide only and does not reflect any additional costs that might arise from unpredicted cost factors resulting from the performance of the tap.

Taps made by other than the Normal Water Department must have prior written approval by the Director of Water before any work may proceed. All materials and workmanship related to the performance of watermain tapping must conform to the State of Illinois Standard Specifications for Water, current edition.

SEC. 7.11-5 APPLICATION. Any residence or business which presently is served by the Town of Normal's water system will not be charged the tap-on fee as stated above, and in connection with the North Linden Street area, the charges above set forth would be applicable on the portion of the proposed main from Station 16+50 to Station 25+75 only, as shown on the Town's plans under date of 7/21/67, file number 24-1168 (D-7).

SEC. 7.11-6 ADDITIONAL REQUIREMENTS. It is a condition precedent to the allowance of any tap that said tap-on charges herein established be paid to the Town of Normal and it is a further requirement that anyone making such tap-on shall abide by all other ordinances and regulations of the Town.
