Chapter 28 - Special Flood Hazard Area Development Regulations
Division 4 - Duties of the Town Engineer
SEC. 28.4. - DUTIES OF THE TOWN ENGINEER. The Town Engineer shall be responsible for the general administration of this Code and ensure that all development activities within the floodplains under the jurisdiction of the Town meet the requirements of this Code. Specifically, the Town Engineer shall:
- Process development permits in accordance with SEC. 28.5;
- Ensure that all development in a floodway (or a floodplain
with no delineated floodway) meets the damage prevention requirements
of SEC. 28.6;
- Ensure that the building protection requirements for all
buildings subject to SEC. 28.7 are met and maintain a
record of the "as-built' elevation of the lowest floor (including
basement) or flood-proof certificate;
- Assure that all subdivisions and annexations meet the requirements
of Section 28.8;
- If a variance is requested, ensure that the requirements
of SEC. 28.9 are met and maintain documentation of any
variances granted;
- Inspect all development projects and take any and all actions
outlined in SEC. 28.11 as necessary to ensure compliance
with this Chapter;
- Assure that applicants are aware of and obtain any and all
other required local, state, and federal permits;
- Notify IDNR/OWR and any neighboring communities prior to
any alteration or relocation of a watercourse;
- Provide information and assistance to citizens upon request
about permit procedures and floodplain construction techniques;
- Cooperate with state and federal floodplain management agencies
to coordinate base flood data and to improve the administration
of this ordinance; and
- Maintain for public inspection base flood data, floodplain maps, copies of state and federal permits, and documentation of compliance for development activities subject to this chapter.
