9.02 DESIGN STANDARDS
All developments shall be designed so that streetlights are provided in such locations and in such manner as to do and accomplish the following:
- Provides a street light at every cross or tee intersection
and at the end of every cul-de-sac or eyebrow.
- Provide such additional streetlights as may be necessary
so that streetlights are not more than two hundred fifty (250)
feet (75m) apart.
- Provide a full cutoff luminaire meeting the following height
and illumination standards:
- Sodium Vapor: An 8,700 lumen luminaire mounted
at a 25 foot (7.5m) mounting heights and shall only be utilized
on minor streets and frontage roads; a 23,000 lumen luminaire
mounted at a 30 foot (9.0m) mounting height and shall only
be utilized on arterial and collector streets.
- Sodium Vapor: An 8,700 lumen luminaire mounted
at a 25 foot (7.5m) mounting heights and shall only be utilized
on minor streets and frontage roads; a 23,000 lumen luminaire
mounted at a 30 foot (9.0m) mounting height and shall only
be utilized on arterial and collector streets.
- In areas zoned R-1AA, R-1A, R-1B, R-2, R-3A, R-3B and R-4,
street lights shall be affixed to ornamental concrete or aluminum
poles; the developer shall pay the difference between the cost
of the poles commonly provided by the Town and that of the ornamental
variety.
- In areas zoned for business, commercial or manufacturing
uses, ornamental or wooden poles may be selected by the developer;
if the developer prefers ornamental poles, he shall pay the
difference in cost of poles commonly provided by the Town and
that of the ornamental variety.
- In areas zoned R-1AA, R-1A, R-1B, R-2, R-3A, R-3B and R-4,
all wiring shall be underground; in areas zoned for business,
commercial or manufacturing uses, underground wiring shall be
provided where all other electrical wiring is underground.
- Private Street Lights – All private streetlights in a residential planned unit development shall meet Town standards of luminance.
9.03 RIGHT-OF-WAY & EASEMENT DEDICATIONS
All streetlights shall be installed in public easements or dedicated public right-of-way. Such easements and rights-of-way shall be of sufficient width and the streetlights and required wiring shall be installed in such locations therein that will not reasonably interfere with other public utilities. Easements or rights-of-way shall have a minimum width of ten (10) feet (3.0m).
9.04 SPECIFICATIONS & SPECIAL PROVISIONS
Design and installation shall meet or exceed all applicable Town of Normal, Commerce Commission or accepted industry standards; whichever imposes the more demanding requirement for the protection and preservation of the public health, safety and welfare.
