2030 Steering Committee Meeting

- Co-chairs Jack Chizmar and Chuck Scott introduced themselves
and thanked the members for their service on this committee.
Introductions of the individual committee members were made.
- Mayor Chris Koos thanked the members for serving. He explained
that this is not an easy process to work on. Vision planning
25 years into the future is a difficult process. This report
should address what we think the community will look like in
25 years and what it should look like. Our community has a vibrant
economy, great education system, great transportation access,
good housing but with those attributes we also have the strains
of growth issues, traffic congestion, etc. These vision plans
are not reports that are taken lightly. Council and staff use
them to direct policy development. There is a planning process
going on right now with Regional Planning to update the Town’s
Comprehensive Plan but this is a different process. The update
to the Comprehensive Plan is done every 5-10 years and is more
technical in nature, “hard” planning done with professional
staff. The 2030 Report process needs to be citizen based and
needs to be separate from the Comp Plan update.
- Jack reviewed Planning Document.
- Steering committee members will be paired up and they will lead a discussion group on either opportunities or strengths. Initially focus on opportunities and strengths because committees tend to bog down when they focus on past and not on future.
- Make contacts with individuals you want as your group of “advisors” or discussion group members. They may be potential sub-committee members later.
- Process is “short and sweet.”
- Feedback:
- Initially concerned with omission of weakness and threats in the process – there is a value to using them. However, understand that by using opportunities and strengths can present a weakness and a threat in a more a positive light. Seems appropriate starting point.
- Provide more explanation on individual discussion groups – The paired Steering Committee members “teammates” form a group of people to inform and advise them on their topic (either strengths or opportunities). It is up to teammates to get the group together.
- After reviewing the last three reports it seems healthy to get away from using the same four sub-committees.
- Concern that because we read the last reports we are tainted into thinking by the four sub-committee topic areas. If you keep an open mind while reading them then this shouldn’t be a concern.
- One theme that seemed to run through old reports was regionalization. Is anyone else doing this? Bloomington and McLean County have both gone through this process in the past, but not recently. Both are updating their Comprehensive Plans at the same time we are. There is an opportunity to bring those views to the table through members of the discussion groups – critical to have members from other governing bodies on discussion groups.
- In reviewing old reports looked at “what is not here?” – the process as described seems more alive and will generate more interest.
- The membership of the Steering Committee represents certain segments of the community – if we see a gap or an area that is not represented can we add members? Jack and Chuck are open to adding members, but not too late in the process.
- Will there be publicity about this process so that when
teammates approach persons to be on sub-committees they
will know what is going on? Yes, an over press release can
be issued, information can be included on website and in
the community newsletter.
- Next meeting will be January 13th, where City Manager Mark Peterson will provide a progress report on the 2025 Report. By the next meeting please read the past reports, and decide who will be on your discussion group.
