Call to Order
Ms. Matter called the meeting to order at 7:00 p.m. and noted a quorum was present.
Minutes
Mr. Warloe moved to approve the minutes of the regular meeting of September 9, 2003, and Ms. Griffard seconded. The motion carried 5-0.
Introduction of new commissioner
Ms. Matter began the meeting by introducing Nancy Armstrong, who will be appointed as the newest commissioner on October 20, 2003 at the Town Council meeting. Ms. Armstrong was one of the co-nominees of the Highland Historic District.
Citizen comment
The commissioners gave the floor to Andy Monninger. Mr. Monninger recently completed stucco repair and repainting to his home at 310 W. Virginia with Bone Grant assistance. Mr. Monninger thanked the commission for their support of the project and asked that his appreciation be passed along to the Town Council.
Certificate of Appropriateness, 404 W. Virginia, CA-03-07-16
Mr. Campbell presented a summary of his plan to reconstruct a two-car garage formerly located at 406 W. Virginia on his property at 404 W. Virginia. His plans include the following modifications to this building: 1) addition of cedar lap siding painted white to match the home, 2) addition of hip roof element to the front and rear ends of the gable roof, 3) addition of shake shingles to match those formerly approved for the home, 4) positioning of the garage 10 feet further back from where the current garage sits. Mr. Campbell agreed to get light fixtures approved by Ms. Matter prior to installation.
Mr. Ward moved to approve the garage project with the above stipulations. Mr. Warloe seconded. The motion passed 5-0.
Certificate of Appropriateness, 304 W. Virginia, CA-03-10-20
Mr. Olson gave a brief summary of his proposal to tuckpoint, fill holes, and powerwash the exterior brick on his home at 304 W. Virginia. He noted that he has original brick available, but he is not sure whether he has enough to fill both holes. Ms. Matter recommended that he use the original brick on whichever hole is most visible. The commissioners also cautioned Mr. Olson in his powerwashing technique, as the brick can be damaged in the process. Mr. Ward recommended a gentle acid wash.
Ms. Burgess moved to approve the project with the above recommendations, and Ms. Griffard seconded. The motion passed 5-0.
Bone Grant, 304 W. Virginia, BG-03-10-12
The commissioners then considered the Bone Grant request for the project at 304 W. Virginia. The conversation focused on what constitutes maintenance versus restoration, while considering that the applicants have only owned the home for five years. The current brick damage was present when they bought the home. The commissioners discussed the need to reconsider past decisions on the maintenance versus restoration debate given the large number of new homes that now qualify for grants.
Ms. Burgess moved to approve the grant in an amount not to exceed $1,000, which was $50 less than requested. This difference reflects a decrease to compensate for the “maintenance” aspect of this project. Mr. Ward seconded. The motion passed 5-0.
Other Business
- Ms. Davison noted that the Town Council would consider the designation of Fell Park as an historic landmark at its October 20, 2003 meeting.
- Ms. Davison gave an updated Bone Grant report, noting how much money has been spent and how much remains in the fund.
No other business was discussed.
Adjournment
There being no further business, Ms. Burgess moved that the meeting be adjourned at approximately 8:15 p.m. Ms. Griffard seconded. The motion passed 5-0.
