Call to Order
Mr. Warloe called the meeting to order at 7:15 p.m. and noted a quorum was present.
Minutes
Mr. Ward moved to approve the minutes of the regular meeting of October 14, 2003, and Ms. Armstrong seconded. The motion carried 4-0.
Certificate of Appropriateness, 23 Broadway Place
The commission considered the 23 Broadway Place items before 6 Clinton Place because Mr. Glascock was present.
Mr. Glascock submitted an application for Certificate of Appropriateness to dye the new brick installed as part of his previously approved porch project. The commissioners agreed that no Certificate was necessary as the project approval covered the concept of “matching brick.” The certificate was withdrawn, and Ms. Davison did not assign it a file number.
Bone Grant Application, 23 Broadway Place, BG-03-10-15
Mr. Glascock requested a Bone Grant to offset the cost of dying the brick to match the existing brick on the home. At the time of his original project proposal, the masons believed they could find matching brick. Upon project completion, it was apparent that the chosen brick does not match the existing brick. The difference is striking, and only one company performs this type of work.
Mr. Ward moved to approve the Bone Grant for $245.00. Ms. Smith Whitman seconded. The motion carried 4-0. The commissioners noted that no residence has had this procedure applied to their bricks and that it will be a helpful new resource for people with mismatched brick issues.
Bone Grant Application, 6 Clinton Place, BG-03-10-14
The commission previously funded a similar project at 6 Clinton Place, which involves the creation of historically appropriate storm windows for four windows on the home. Ms. Smith Whitman moved to approve the Bone Grant request in the amount of $1,695.60 on the condition that Ms. Davison confirm with the applicant that the submitted estimate is for four windows. Ms. Armstrong seconded. The motion carried 4-0.
Other Business
- The commissioners requested that Ms. Davison bring Bone Grant summaries to each meeting, which list should include addresses and names and a listing of rejected Bone Grant requests with reasons for rejection.
- Ms. Davison presented the first draft of the illustration for the sign for the Old North Normal historic district. The commissioners liked the drawing but questioned whether it was the best representation of the district. They would like to consider using a foursquare. Mr. Ward suggested one of the foursquares on Normal Avenue with the double columns on the front porch. Ms. Davison will consult with Ms. Matter upon her return from vacation.
- Ms. Armstrong raised concerns about the treatment of brick streets and alleys during public works projects, such as the ongoing water main project in and near both the Highland Historic District and the Highland Historic District. In particular, she noted that the Town had recently removed the brick alleys near the intersection of Fell and Virginia and replaced them with black asphalt. She and many of her neighbors think that this change has a significantly negative impact on the appearance of the historic district, especially as the changes are located right at the main entrance to the district. Ms. Smith Whitman also registered her concern that the bricks removed under the pavement are not being saved. Ms. Davison agreed to check with public works and the water department on both the fate of the bricks and any additional alley projects.
No other business was discussed.

There being no further business, Mr. Ward moved that the meeting be adjourned at approximately 8:00 p.m. Ms. Armstrong seconded. The motion carried 4-0.
