Call to Order

Ms. Matter called the meeting to order at 7:05 p.m. and noted a quorum was present.

Minutes

The commissioners requested several revisions to the minutes as presented. The agreed-upon revisions are as follows:

  1. Third paragraph of the section on Phase II Demolitions in Downtown Normal.
    1. Clarify that the commission found not enough historic or architectural significance for designation.
    2. Clarify that extensive alterations were a cause of the above lack of significance.
  2. Fourth paragraph of the section on Phase II Demolitions in Downtown Normal.
    1. Omit the comment by Ms. Matter, Ms. Burgess, and Ms. Armstrong.
    2. Omit the comment by Ms. Smith Whitman.
    3. Clarify that if 200 W. College is demolished, the replacement structure would be appropriate.
  3. First paragraph of the section on 5 Broadway Place. Correct typo (“completed” becomes “completely”), change “in the 1990s” to “1994,” and clarify that Ken Lewis “worked with” (not “tried to work with”) the material.
  4. Second paragraph of the section on 5 Broadway Place.
    1. Clarify that in addition to the option of painting Azec, one can also mill and shape it like wood.
    2. Clarify that the materials was approved as a wood substitute for this project.
    3. Omit last sentence.
  5. Other Business, #4. Omit second to last sentence.

Ms. Armstrong moved to approve the minutes of the regular meeting of January 13, 2004 with the above revisions, and Ms. Smith Whitman seconded. The motion carried 4-0.

Brick Street Preservation

Ms. Davison had previously prepared a report on the status of brick streets in the Town of Normal. The commissioners discussed options for better ensuring the protection of the remaining brick streets in Normal. Ms. Davison will prepare a report with options for the March meeting.

Heritage Preservation Awards

Ms. Matter discussed the need to form a committee to administer the awards, which will be presented during historic preservation week in May. Ms. Smith Whitman and Ms. Armstrong volunteered to be on the committee, and Ms. Davison agreed to ask Ms. Burgess to serve on the committee as well. Major tasks include assembling nominees from which the entire commission would select award-winners, taking photographs of structures, preparing a presentation on each winner, and arranging a ceremony.

Modern Materials

The commissioners studied samples of several modern materials that Ms. Davison borrowed from Midwest Lumber. The materials included Azec, Fypon, Fiberail, and cement board siding. They discussed positive and negative aspects of each, noting that the specific application of all materials would factor into a determination of appropriateness. For example, Fypon is durable if untouched and may be acceptable in areas out of pedestrian reach. All expressed concern over materials, such as Fiberail, that can’t be painted or manipulated like wood.

Bone Grant Program Revisions

The commissioners tabled this item until the March meeting.

Other Business

  1. Old House Fair. Ms. Davison informed the commissioners of the May 1 Old House Fair and asked for volunteers.

No other business was discussed.

Adjournment

There being no further business, Ms. Matter moved that the meeting be adjourned at approximately 8:10 p.m. Ms. Smith Whitman seconded. The motion carried 4-0.
