Call to Order

Mr. Ward called the meeting to order at 7:10 p.m. and noted a quorum was present.

Minutes

Ms. Smith Whitman moved to approve the minutes of the regular meeting of March 9th, 2004, with corrections, seconded by Ms. Burgess. The motion carried 4-0. Mr. Warloe was not present.

Certificate of Appropriateness, CA-04-04-06, 313 W. Virginia, New fence in corner lot

Mr. James Hess, owner of 313 W. Virginia, presented his proposal to build a fence at his residence. Mr. Hess presented two styles, but would like to go with the 5’ ½ (1x6) dog-eared fence.

Ms. Burgess asked about the design of the fence. Mr. Warloe asked if it would be painted. Mr. Hess said he would paint it himself. Ms. Armstrong asked if the color could match the porch. Mr. Hess said they have not decided upon that yet.

Ms. Burgess had a concern with the fence design compatibility with the home. Ms. Smith Whitman was also concerned about how the fence would tie in with the architectural style of the house. Mr. Hess passed around photographs of what the fence would look like.

Ms. Armstrong moved to approve the Certificate of Appropriateness with 6” slats. Mr. Warloe
seconded.

Ayes: Mr. Warloe, Mr. Ward, Ms. Armstrong

Nays: Ms. Burgess, Ms. Smith Whitman

Certificate of Appropriateness, CA-04-04-07, 624 Normal, New windows

Mr. David Reynolds, owner of 624 Normal Ave, would like to replace all the windows in his home with the exception of the kitchen window (the kitchen window will be replaced when Mr. Reynolds remodels the kitchen). Mr. Reynolds submitted two window proposals for Pella windows. The first window style – the “Architectural Series” – is available only from the Pella Window Company. This style has the appearance of divided lights from both the interior and the exterior, although the glass is one double-pane. On the interior, these windows have wooden muntins. On the exterior, the muntins are aluminum clad. The second window style is a Pella variety available at Lowe’s. This style has wooden muntins on the interior but the exterior has no muntins. Either replacement window style would be double hung. All commissioners agreed that the Architectural Series would have a more historically appropriate appearance from the exterior.

Ms. Burgess moved to approve the Certificate of Appropriateness for the Pella “Architectural Series” windows. Ms. Smith Whitman seconded.

Bone Grant, BG- 04-04-01, 624 Normal Ave, New windows

The commissioners discussed the appropriateness of funding windows with aluminum cladding on the exterior. Although they agree that the new windows are necessary given the severe deterioration of the original windows, the commissioners stated a preference to fund only restoration projects. In this case, for the replacement windows to qualify for grant funds, they would need to be wood on the outside and possibly true divided light. Mr. Reynolds stated a preference to install the aluminum clad windows due to the ease of maintenance.

Ms. Smith Whitman moved to approve the windows, seconded by Ms. Burgess.

Nays: Ms. Smith Whitman, Ms. Burgess, Mr. Warloe, Mr. Ward, Ms. Armstrong
Motion declared denied.

Certificate of Appropriateness, CA-04-04-08, 713 N. School, New storm windows

Applicant withdrew this item, because he has decided to buy a new home.

Certification of Appropriateness, CA-04-03-02, 606 Normal Ave., Front porch

This item is to be tabled to the next meeting.

Brick Street Preservation, Report and Recommendation

Ms. Davison discussed the memo she had sent to the commission about the 10 streets that
may be reconditioned. Mr. Warloe moved to approve with revisions that recommend the preservation of all listed streets, including Hester from Vernon to the railroad tracks. Ms. Armstrong seconded.

Ayes: Mr. Warloe, Mr. Ward, Ms. Armstrong, Ms. Burgess, Ms. Smith Whitman

Nays: None
Motion declared carried.

Recommendation to Town Council on Preservation Award Winners

Ms. Davison distributed pictures of the homes selected by the nomination subcommittee. The list included 126 E. Beaufort, 500 Normal Avenue, 307 Highland, and 703 N. School. After discussion, the commission selected 126 E. Beaufort, 500 Normal Avenue and 307 Highland for awards, which will be presented at the first May meeting of the Town Council.

Mr. Ward moved, and Ms. Armstrong seconded that the above properties receive an award.

Other Business

Ms. Rebecca Rossi, owner of the property at 402 W. Virginia, Normal, came to the meeting to
introduce herself. She and her husband will be building a new home at this address. Ms. Rossi
said they have hired an architect for this project. Ms. Rossi expressed to the board that she is
excited about her new home and will be in touch with the commission as soon as the plans are
drawn up.

Adjournment

There being no further business, Ms. Warloe moved that the meeting be adjourned at approximately 8:30 p.m. Ms. Armstrong seconded. The motion carried 5-0.
