Call to Order

Ms. Matter called the meeting to order at 12:00 p.m. and noted a quorum was present.

Review of Consultant Proposals for South Side Intensive Survey

Ms. Kerestes spoke to the commission of their task of selecting a proposal in ranking order. She also reminded the commissioners that the Town had budgeted a finite amount for the survey project.

The first proposal discussed was from Linda Peter’s Consulting.

Ms. Matter said after reading this proposal, this firm did not have a trained staff, and no performance to judge on. It seemed they might use students for the research.

Mr. Ward commented that this would not be the kind of firm that would be acceptable.

The second proposal discussed was from Johnson-Lasky Architects.

Ms. Matter spoke saying she thought this firm did not do a good job of history research of
the Town.

Ms. Kerestes felt this Johnson-Lasky firm was kind of a boilerplate type proposal.

Ms. Smith Whitman commented that she likes the Johnson-Lasky proposal, because they seem to have the most experience in preparing surveys.

The third proposal discussed Wiss-Janney Elstner Associates.

Ms. Matter liked the way this proposal was presented. She also commented that all the proposals would probably do a good job. Ms. Matter liked the fact that Wiss-Janney employed all architects and historians to do the research.

Ms. Smith Whitman spoke saying the second and third firm proposals would be good. Ms. Matter thought it would be best to get references of these two firms before they make a recommendation to council. The other commissioners thought that was a good idea also.

Ms. Kerestes spoke saying once she has gotten the references from Johnson-Laskey and Wiss Janney she would contact members via e-mail with the results and then discuss with Ms. Matter so the commission would not have to convene again.

Ms. Smith-Whitman moved that the consultant proposals be ranked in the following order: first choice Wiss-Janney Elstner Association, second choice Johnson-Lasky Architects, and third choice Linda Peters Consulting and that final selection be made after a reference check and final approval from Chairperson Matter. Mr. Ward seconded. Motion carried 5-0.
