Call to Order
Mr. Warloe called the meeting to order at 7:00 p.m. and noted a quorum was present.
Minutes
The minutes of the October 12, 2004 regular meeting as submitted. Mr. Warloe moved, Ms. Armstrong seconded. Motion carried 4-0.
CA-04-11-35, 310 W. Virginia, New light fixtures
Ms. Nancy Armstrong, 310 W. Virginia Avenue, would like to replace the outdoor lighting on her home. Ms. Armstrong distributed pictures of the new fixtures she would like to have. The commissioners had some concerns about the dimensions of the fixtures. Mr. Ward moved that they table this so Ms. Armstrong can get better dimensions and sizes of the light fixtures. Mr. Warloe seconded. Motion carried 3-0. Ms. Armstrong said she would not be back with this until the springtime.
CA-04-11-39- 601 Normal Ave, New railing around front porch
Applicant Cathie Hollowell, power of attorney for owner Jean C. Ptach would like to have a railing constructed at the residence at 601 Normal Ave. Ms. Kerestes distributed color photos of what the proposed wood railing would look like.
Ms. Ptach would like to have railing installed along the sides of the front porch to avoid any accidents. The commissioners discussed and looked at the pictures distributed by Ms. Kerestes.
Ms. Armstrong moved to approve with the conditions that the railings and balusters be wood, not be attached in any way to the house structure or existing porch columns, and are the same as those shown in the photos submitted by Mike Pettorini (contractor). Also, the Ms. Armstrong requested that there be a top and bottom railing to cap the balusters to keep each baluster from being attached to the porch floor and that the flat, square post cap be used. olumns or house and a should have a top and bottom rail between balusters and flat top post cap. Ms. Smith-Whitman seconded. Motion carried 4-0.
Ordinance and Bone Grant Program Updates
Ms. Kerestes has prepared a list of the proposed changes to the code. The commissioners had many questions and concerns about the changes and would like to spend more time to interpret them.
Ms. Kerestes suggested having a work session for 3 or 4 hours so they could take more time to discuss the changes. A tentative date was set for December 14, 2004 from 3:00 p.m. to 7:00 p.m.
Ms. Kerestes thought this also might be a good time to watch the videos’ she has received from the Illinois Historic Preservation Agency as well.

There being no further business, Mr. Warloe moved that the meeting be
adjourned at approximately 8:10 p.m. Ms. Armstrong seconded. The motion
carried 4-0.
