Call to Order

Ms. Matter called the meeting to order at 4:20 p.m. and noted a quorum was present.

Minutes

Ms. Armstrong moved, Mr. Ward seconded, to approve the minutes of the special meeting on November 10, 2004.

Work Session

The Commission viewed a 30-minute video entitled “Windows,” a product of the Illinois Historic Preservation Agency. The video focused on the importance of windows as they relate to the overall architectural style and historic character of commercial, residential, and industrial buildings. Illustrations and photographs were used to define the different components of a window. The video also addressed general window problems/failures and highlighted maintenance techniques. The video briefly mentioned successful window restoration and replacement projects.

For the remainder of the meeting the Commission reviewed proposed changes to the Historic Preservation Ordinance and Robert G. Bone Grant Program. Several items were discussed, the most pertinent being ordinance wording regarding materials and architectural details as they relate to a structure’s architectural style and the placement, orientation, style, and appropriate material for window repair and replacement.

No action was taken on proposed changes. Staff will present the proposed changes for action at the January 2005 meeting.

There being no further business, Ms. Burgess moved that the meeting be adjourned at approximately 6:35 p.m. Ms. Armstrong seconded. The motion carried 4-0.
