October 11, 2005 @ 6:00 p.m.

Call to Order

Ms. Matter called the meeting to order at 6:00 p.m. and noted a quorum was present.

Minutes

The minutes of the special meeting on August 9, 2005 were approved.

CA-05-10-34, 618 N. School, Replace existing front door with period wood /glass door, install full view screen door, install new steel stair rail to front porch with wooden balusters and rails to match existing, replace asphalt roof, add exterior lighting on porch and garage, raise porch due to settlement, paint house.

Wayne Aldrich, homeowner of 618 N. School explained that he intended to do the following work to his property, re-roofing, installing new outdoor lighting, new wooden front door and aluminum screen door, painting the home, and adding a new metal hand rail incased in wood (that would match the existing porch rail) to the front porch steps.

Ms. Matter noted that the commission does not regulate paint color selections. The commissioners discussed each project individually. There were questions about the new railing and how it would be constructed. Ms. Matter had some concerns about the porch railing and how it would appear. Mr. Aldrich said he would submit another detail and bring it to the next regular commission meeting.

Ms. Matter felt the aluminum screen door was not in the style of the home. The commissioners discussed alternative door styles and where they could be purchased.

Mr. Aldrich said at this time he would like to withdraw the stair railing and storm door submittals until he could get more information on both.

Mr. Ward asked if Mr. Aldrich was going to raise the porch at this time since he would be doing other work. Mr. Aldrich indicated that he was not going to raise the porch foundation at this time.

Ms. Burgess moved to approve the new wooden front door, outside lighting, and new roof. Mr. Warloe seconded. Motion carried 4-0.

CA-05-10-36, 301 W. Virginia, Replace aluminum storm windows with wood.

Ms. Kerestes said the Esenwein’s would like to replace all their aluminum storm window with all new wooden storms. Some of the storms would accommodate glass and screens, other would just be glass. Ms. Kerestes said the Esenwein’s have submitted two bids, one from Lincoln Woodworks and the other from Home Restoration.

The commission members agreed that this would be a great restoration project for the home. Mr. Ward moved to approve the Certificate of Appropriateness application to replace the aluminum storms with custom wood storms, Ms. Burgess seconded. Motion carried 4-0.

Ms. Armstrong came in at 6:30 p.m.

BG-05-10-08, 301 W. Virginia, Replace aluminum storm windows with wood.

The commission agreed that the new wooden storm would look nice on this home. Mr. Warloe moved to approve the Bone Grant with funding of $2,306.00 plus tax for the wooden storm windows. Ms. Armstrong seconded. Motion carried. 5-0.

CA-05-10-35, 726 Normal Avenue, Remove brick vent and replace with metal vent.

Ms. Kerestes spoke saying Ms. Kristine MacKay of 726 Normal Avenue, would like to remove the existing brick chimney and replace it with a metal vent.

After looking at the photos of the home and chimney, the commissioners felt they needed more information on why the applicant would want to place another vent in the roof. (the photo of the home shows another metal vent in the back of the home).

Mr. Ward moved to approve this application. Ms. Armstrong seconded.

Ayes: None

Nays: Ms. Burgess, Ms. Matter, Mr. Warloe, Mr. Ward, Ms. Armstrong
Motion denied.

Final Survey Report and Presentation by Wiss, Janney, Elstner Associates, Inc.

Mr. Ken Itle, of Wiss, Janney, Elstner Associates, Inc. presented a synopsis of the Normal South Side Survey that has been completed. Mr. Itle had a wonderful presentation showing of some of the homes in this area and the history of them.

Other Business:

  • APPROVED: CA-05-09-31E, 303 W. Virginia, Re-roof garage and house, asphalt with architectural shingle
  • APPROVED: CA-05-09-32E, 304 W. Virginia, Re-roof garage and house, asphalt with architectural shingle
  • APPROVED: CA-05-09-33E, 811 N. School, Replace aluminum gutter and rotted wood board with like on property’s garage

Ms. Kerestes mentioned she intended to work on the Cedar Crest Historic District National Registration Nomination and submit the application by the December 15th deadline for the March 16, 2006 Illinois Historic Advisory Commission.

Ms. Kerestes spoke about the upcoming conference in Springfield and also that the Landmarks Preservation Council of Illinois was planning their annual summer state conference in Bloomington-Normal in June 2006.

Adjournment

There being no further business, Ms. Burgess moved that the meeting be adjourned at approximately 7:50 p.m. Ms. Armstrong seconded. The motion carried 5-0.
