Call to Order

Ms. Matter called the meeting to order at 12:00 p.m. and noted a quorum was present.

Minutes

Mr. Warloe moved to approve the minutes of the regular meeting on November 8, 2005, Ms. Armstrong seconded. Motion carried 4-0.

Because Ms. McKay was the only applicant in attendance, the commission would hear her application first.

CA-06-01-01, 726 Normal, New Windows

Ms. McKay was present to speak about the above application. Ms. McKay said she has owned this property for about two years, and the existing windows have been nailed shut. Ms. McKay said she would like to replace the aluminum storms and windows with custom wood double hung windows.

Ms. McKay shared two bids with the Commission, one from H & O Roofing, Inc, and the second one from Doerr Siding and remodeling.

Ms. Armstrong moved to approve this application request, Mr. Warloe seconded.

Ayes: Ms. Armstrong, Ms. Burgess, Mr. Warloe, and Ms. Matter
Nays: None
Motion carried 4-0

BG-06-02-02, 726 Normal, New windows

Ms. McKay said she would prefer to go with H & O Roofing, Inc. because they have done previous jobs for her and she is pleased with their work. The total of the H & O Roofing estimate is $7,875.50. Ms. McKay said she would be painting in interior sections of the windows and H & O would do the exterior.

Mr. Warloe moved to approve the Bone Grant in the amount of $3,937.50, Ms. Armstrong seconded. Motion carried 4-0.

Carried Over: CA-06-01-01, 617 N. School - Replace windows and aluminum storms with wood composite double windows.

Ms. Kerestes explained that this application has been discussed at the January meeting, but carried over, because there had not been a quorum. Ms. Burgess motioned to approve the application, Ms. Armstrong seconded. Motion carried 4-0.

Carried Over: BG-06-01-01, 617 N. School - Replace windows and aluminum storms with wood composite double windows with exterior cladding.

The commissioners agreed that this was not a restoration project, because of the choice of material for the replacement window.

Ms. Burgess moved to approve, seconded by Ms. Armstrong.

Ayes: None
Nays: Ms. Burgess, Ms. Armstrong, Mr. Ward, and Ms. Matter
Motion denied

CA-06-01-03, 20 Broadway Place, New Windows

Per the applicant’s request, this application will be carried over to the March 14, 2006 meeting.

Other Business

Property owner of 301 W. Virginia formally requested that the Commission approve an additional grant request (BG-05-10-08). The original grant amount approved on October 11, 2005 was for $2,306.00 plus tax. The new total was $2,603.94 (an increase of $297.94). The Bone Grant program provides a maximum grant amount up to $5,000 per project/request and up to two grant requests per fiscal year.

Ms. Burgess moved to approve the request for the additional Bone Grant amount of $297.94. Ms. Armstrong seconded. Motion carried 4-0.

Ms. Burgess requested that staff require both the applicant(s) and property owner’s signatures on Certificate of Appropriateness and Bone Grant applications just to avoid confusion in the future and to ensure the property owner’s consent.

Ms. Kerestes addressed some up coming conferences that the commission members might be interested in attending.
