Call to Order
Ms. Matter called the meeting to order at 7:00 p.m. and noted a quorum was present.
Minutes:
Mr. Warloe moved, Mr. Ward seconded to approve the minutes of the special meeting August 15, 2006.
CA-06-10-34, 303 W Virginia, New wooden basement egress window, new wooden side door and new storm door
Ms. Dargatz explained that there had been a few changes from their original Certificate of Appropriateness application and passed out updated handouts to the commission. She said that in addition to a new egress window, they were requesting a new side door and also a new storm door. Ms. Matter clarified that the storm door qualified for expedited review, since the replacement is like with like.
The Commission first discussed the new side door. This door is located on the east side of the home and is set back from the front of the house. Currently, the existing door is wood with glazing on the upper half. As part of their basement remodeling the Dargatz family would like to replace the existing door with a wooden paneled door, preferably without glazing. Mr. and Ms. Dargatz expressed concern about safety if the door has glazing, not only for burglary, but also concern over their son’s level of comfort. The proposed door was a six panel wood door. The Commission discussed the proposed door styles and concluded that the simplest style was the most appropriate for the architectural style of the house, American Foursquare. This door consisted of two long panels on the top and two shorter panels on the bottom, essentially a four panel solid wood door.
The Commission then discussed the proposed new wood egress window (JELD-WEN Brand) for the east side of the basement. The new window will appear as four divided lites and be wood interior and exterior with three dimensional muntins. A double hung window would not fit, so the new window is hinged to swing out. Ms. Dargatz added that there would not need to be a cap on the area around the egress window, per Building Inspector, Bill Dodd. Ms. Armstrong said that she had been looking into JELD-WEN windows for her home and thought very highly of them.
Ms. Matter again mentioned that the third part of the application, the storm door, would typically be a separate application and undergo an expedited review; however, the Commission would include it within the motion to approve the Certificate.
Ms. Kerestes noted that the applicants could proceed with the four paneled door included in their application; however, there was some concern that the four panel door shown in the exhibit was a fire door and therefore, would be more expensive. Ms. Kerestes said that if that was the case and if they found another four-panel door they liked better, it could undergo an expedited review, if it was indeed similar.
Ms. Armstrong motioned to approve the Certificate of Appropriateness for the:
- installation of a new four panel solid wood side door,
- installation of a new wood JELD-WEN egress window, and
- replacement of the storm door,
all in accordance with the submitted application and the materials distributed by Ms. Dargatz at the beginning of the meeting. Ms. Burgess seconded.

Motion declared carried 5-0.

Ms. Kerestes updated the Commission regarding the status of 20 Broadway Place.
Ms. Armstrong asked about the filing date for the December 12, 2006 HPC meeting.
Ms. Kerestes updated the Commission regarding the sale of 705 N. School Street in the Old North Normal Historic District.
