Ms. Matter called the meeting to order at 12:00 p.m. and noted a quorum was present.
Minutes:
Minutes of the December 13th, 2006 special meeting were approved as submitted.
CA-07-01-03, 305 Gregory, New windows
Ms. Muhl and her contractor, Dana Hinthorn, were present to answer questions. Ms. Kerestes gave a brief description of the proposed project.
Ms. Muhl explained that she had replaced the home’s windows in phases, this being the last phase. The last phase included the replacement of the windows on the north and east sides of the home’s room addition; four windows in all. Ms. Muhl explained that approximately three to four years ago she had replaced some of the windows before the house was designated as part of the Old North Normal Historic District.
The Commissioners discussed the style and material of the proposed three over one replacement windows. Historically, the three over one window style is appropriate for this home.
Ms. Matter said that this request was a special, circumstantial case, because the applicant had already replaced the majority of the windows just before the district was designated. The Commission determined that had the first phase of window replacements been proposed after designation, they would have been reviewed under the historic code and likely not have been approved. However, in an effort to be visually consistent with the majority of the existing windows, the Commission determined that the proposed replacements would suffice.
Ms. Matter asked Ms. Muhl if she planned to replace any more windows, specifically those on the north-facing second floor dormer window. Ms. Muhl said that she did not plan on replacing the dormer windows or any others; that the windows currently proposed were the last ones to be replaced.
Ms. Kerestes expressed concern about the replacement windows not having exterior muntins. The Commission discussed the issue and determined that the addition of muntins would not be appropriate in this case, because the first phase replacement windows did not have exterior muntins. The purpose of the approval was for the windows to be visually consistent.
Ms. Kerestes asked if the windows that were being replaced could be donated to the Old House Society if not being used. Ms. Muhl said that was a possibility.
Mr. Warloe moved to approve the certificate of appropriateness for the replacement of four windows at 305 Gregory with the condition that the replacement windows match the existing ones, like for like (Cornerstone II), because those windows had been replaced just prior to the time the area was designated historic.
Ms. Armstrong seconded.

Motion declared carried, 5-0.
