Normal Human Relations Commission

1. Call to Order:
   Chairman Evelyn Young called the meeting to order at 6:02 pm.
    
   1. Present: Chairman Evelyn Young, Commissioner Ramesh Chaudhari, Commissioner Tim Harshbarger, Commissioner Terry Brown, Commissioner Laurie Bergner, Commissioner Mari McKeeth
       
   2. Absent: none
       
   3. Others Present: Staff: Jennifer Hanna, Jose Garibay, Todd Greenburg –counsel to Commission, Lynn Watson – court reporter, Wayne Karplus – counsel for Respondent, Dr. Bruce Hawkins - Complainant
       
2. Approval of Minutes from August 16, 2005 Meeting
   
   Commissioners Terry Brown and Mari McKeeth moved and seconded to approve the minutes from the August 16, 2005 meeting. With no further discussion the minutes were approved by a unanimous voice vote.
    
3. New Business
   Request to Reconsider Dismissal of complaint 05PA1YTD1
   Todd Greenburg discussed the ground rules. The rules were 1 person only speaks for either side and each side is allowed 15 minutes to state their side. Mr. Greenburg then stated the background of the case is not in consideration for the purposes of this meeting. Dr. Hawkins went first and presented his request for the appeal. The commission asked questions of Mr. Hawkins. Mr. Karplus then present the respondent’s reasoning for why the decision to dismiss should not be overturned. After questions from the commission the chairperson stated that the commission will convene into executive session to discuss the case and render a verdict. The commission elected to continue with the public meeting and adjourn to executive session when all business has been completed.
    
4. Old Business
   1. King Luncheon committee Reports
      1. Awards Committee
         Mari McKeeth discussed that the award form is now out on the internet and she had a few cosmetic changes to the form. She stated that she will be sending out an email soon with a sign up sheet for commissioners to go and talk with various schools about the awards.
      2. Logistics
         Staff stated that she will be contacting Ms. Ahart to go to Washburn florist and handle the flowers/colors of the event.
      3. Program Committee
         Laurie Bergner stated that they have not met yet.
      4. Public Relations
         Evelyn stated that she will need help in determining the recipient of the wined of the essay contest otherwise she will handle everything.
          
5. Concerns
   None
    
6. Executive Session
   Mari McKeeth moved to adjourn to executive session to discuss the appeal to the whole commission concerning the dismissal of complaint #05PA1YTD1. Ramesh Chaudhari seconded the motion. With no further discussion the commission voted by unanimous voice vote to adjourn into executive session at 8:15.
   
   At 9 PM Tim Harshbarger moved to close the executive session the Normal Human Relations Commission and reconvene into public session. Terry Brown seconded the motion. It was upheld by a unanimous voice vote.
   
   Commissioner Tim Harshbarger moved to uphold the decision of the Chairperson, Evelyn Young, to dismiss the complaint 05PA1YTD1. Commissioner Terri Brown seconded the motion. With no further discussion the motion was approved by a unanimous voice vote.
    
7. Adjournment
   Commissioner Tim Harshbarger moved to adjourn the September 20, 2005 meeting of the Normal Human Relations Commission at 9:03 PM. Commissioner Mari McKeeth seconded the motion. The motion passed by a unanimous voice vote.
