1 Call to Order:
Vice Chairperson Tim Harshbarger called the meeting to order at 5:17 pm.

2 Approval of Minutes from January 16, 2007 Meeting
Commissioners Terry Brown and Michael Pullin moved and seconded to approve the minutes from the January 16, 2007 meeting. With no further discussion the minutes were approved by a unanimous voice vote.
3 Complaint Review
Staff informed the commission that there are two outstanding complaints on file. A conciliation meeting is scheduled for complaint 07PA1YTD1 April 10, 2007. Complaint 06PA1YTD1 is being brought before the commission in new business today.
4 New Business
Dismissal of complaint #06PA1YTD1
Staff is requesting dismissal of complaint 06#PA1YTD1 due to
a successful conciliation agreement signed by both parties.
Commissioner Jason Wallace moved to dismiss complaint #06PA1YTD1
due to successful conciliation. With no further discussion the
motion was approved by a unanimous voice vote.
Donation request: Kid’s Peace Camp
Kid’s Peace Camp sent the commission a request for a donation to
offset costs for a 1 week summer camp at the YWCA. This camp is
free to kids in grades 2 - 5 with high school counselors. This
is the second year for this camp. The request was for $1000. The
camp plans to expand to include 72 participants up from 43 last
year. Commissioner Terry Brown moved for the commission to make
a donation of $1000 to the Kids Peace Camp. Commissioner Jason
Wallace seconded the motion. Commissioner Harshbarger requested
that a request be sent to the organizers that the commission
would like them to come and speak before them next year to give
the commission an update on the progress of the camp. With no
further discussion the motion was approved by a unanimous voice
vote.
5 Old Business
Bylaws review
Staff reviewed the changes that were recommended from the legal
department. The commissioners agreed with the changes and
requested staff to make necessary corrections and bring the
revised bylaws to the next meeting for a vote.
6 Concerns
Commissioner Laurie Bergner requested that both commissions look at the possibility of removing the disqualification of those citizens that work in the field of human relations from receiving the King awards every January. Commissioner Terry Brown suggested that they need to remind themselves of why the professionals in the field were eliminated when the award was created. Commissioner Laurie Bergner stated she believes it was due to the fact that they are paid for their services. Another suggestion was a college student award because the students do a lot for human relations, but would have a hard time winning if had to compete with long term residents. It was suggested that one commissioner from both Normal and Bloomington get together and draft a document that would serve as a starting point for both commissions to go over and review for possible changes to the king award.
7 Adjournment
Commissioner Laurie Bergner moved to adjourn the March 20, 2007 meeting of the Normal Human Relations Commission at 6:44 PM. Commissioner Jason Wallace seconded the motion. The motion passed by a unanimous voice vote.
