Joint Review Board

Purpose

The purpose of the Joint Review Board is to review proposed Tax Increment Finance districts and recommend for or against such districts to the Town Council.  Once a TIF district is established, it is the charge of the JRB to review the TIF financial report annually.  Members of the JRB include representatives from various local taxing authorities, including the Unit 5 school district, Heartland Community College, McLean County, and Normal Township.  The JRB also has a citizen representative.
