TOWN OF NORMAL PLANNING COMMISSION MINUTES
THURSDAY, SEPTEMBER 6, 2007, 5:00 P.M.
REGULAR MEETING, CITY HALL COUNCIL CHAMBERS
100 E. PHOENIX AVE., NORMAL, IL

Members Physically Present:

Ms. Moonan, Mr. Bartley, Mr. Boser, Mr. Feid, Ms. Struck and Mr. McBride

Mr. Mahrt, Corporation Counsel, Mr. Troemel, Director of Inspections, Ms. Davison, Town Planner, Mr. Hall, Director of Public Works, and Ms. McHenry, Office Associate

Call to Order:

Chairperson Moonan called the meeting to order at 5:00 p.m. and noted a quorum was present.

Approval of Minutes:

Minutes of the August 9, 2007, meeting were approved as submitted. Mr. Bartley motioned to approve, seconded by Mr. McBride. Motion approved 6-0.

Minutes of the August 15, 2007, special meeting were approved as submitted. Ms. Struck motioned to approve, seconded by Mr. Bartley. Motion approved 6-0.

Public Hearing:

  1. 07-09-16-PC: Zoning Map Amendment, 350-595 Beechwood Court (Beechwood Commons PUD)

    Ms. Davison reviewed the staff report. She said that staff supports the change in zoning.

    Mr. Feid said that the zoning was supported in 2001 and asked why it would be changed so soon. He said that it would create more significant waivers.

    Ms. Davison said that she was not familiar with the original application.

    Mr. Troemel said that it is not well known that R-2 zoning allows four unrelated people per dwelling. Most of the owners believed that they were buying into a single-family district. He said that the density is less than allowed by code.

    Mr. Feid said that there is not consistency when changing zoning. Mr. Troemel said that the developer had originally requested R-3 zoning.

    Mr. Troemel said that although R-1 zoning only allows two unrelated people, it is very difficult to enforce.

    Ms. Mary Liverman, 540 Beechwood, Normal, IL, was sworn in by Chairperson Moonan. Ms. Liverman said that they wanted to pursue the petition for rezoning. She said that most property owners thought that they were buying into single-family and were protected by the zoning codes. She said that they have a narrow street and with more vehicles parked on the street there would be less room for emergency and service vehicles. She said that they really has not been a problem, but they wanted to be proactive. Seventy-eight percent of the residents have signed the petition. Of the ones that have not, one is in a nursing home, two felt it was a non-issue and she was unable to reach three of the residents. She said that there had been no objection at the homeowner’s association meetings.

    There was no one else to speak regarding the application.

    Mr. Bartley moved, seconded by Ms. Struck, to recommend approval of the application to Council.

    Ayes: Mr. Bartley, Mr. Boser, Mr. Feid, Ms. Struck, Mr. McBride and Ms. Moonan
    Nays: None
    Motion declared approved.

Other Business:

Ms. Davison reviewed the 2030 Plan.

Adjournment:

There being no further business, Mr. Feid moved, seconded by Mr. McBride, to adjourn the meeting at 5:50 p.m.
