Call to Order:
Mr. French called the meeting to order at 4:00 p.m. and noted a quorum was present.
Minutes:
The commission approved the minutes of the regular meeting on
August 13, 2007.
The motion carried 5-0.
CC-07-09-14, 118-120 W. North Street, Medici , Signage and Lighting Plans
This item was carried over to the November 12, 2007 UDRC meeting.
UBL-07-10-03, 205 W. North Street, Coffee Hound - Interior and Exterior Redevelopment Project
Ms. Kerestes said that the owners of the CoffeeHound, Steve and April Fritzen had applied for interest buy-down assistance through the Uptown Business Loan Program for interior and exterior improvements as part of their redevelopment project at 205 W. North Street. She noted that the exterior redevelopment had already been reviewed by the UDRC.
The Commission asked if funding was still available in the program for this project and Ms. Kerestes said that there are funds; that the Finance Department had known this interest buy-down loan was in the works. She said the buy-down would be on a loan amount of $100,000. The Commission asked for a financial report related to this program for the past year.
Mr. deWerff moved to approve Uptown Business Loan UBL-07-10-03 for the interior and exterior redevelopment project at 205 W. North Street c/o Steve and April Fritzen. Mr. Kentzler seconded.

Minor changes to the 114-116 W. North Street, Micheleo’s façade redevelopment plan
Ms. Kerestes said that as contractors began removing the façade at 114-116 W. North Street they discovered that the storefront of the Micheleo’s portion (116) had originally been flush with the building façade (like 114). Ms. Kerestes said that the owner, Geri Koch, requested that the façade be restored to its original alignment. Ms. Kerestes said that staff was supportive and considered the restoration positive and a minor change to the redevelopment plan.
Mr. deWerff moved to approve the minor change to the façade redevelopment at 114-116 W. North Street. Ms. Locsin seconded.

The motion carried 5-0.
Other Business:
Ms. Kerestes asked the Commission which day would work best to take a tour of the Medici property, 118-120,122 W. North Street. The UDRC determined that the tour would be Monday, October 29, 2007 at 4:00 p.m.
Ms. Kerestes and Mr. Aldrich answered questions pertaining to Uptown development.
