TOWN OF NORMAL ZONING BOARD OF APPEALS
REGULAR MEETING THURSDAY AUGUST 18, 2005@ 5:00 P.M.

Director of Inspections Greg Troemel, Office Associate Debbi Feid, Mercy Davison, Town Planner

Call to Order:

Vice-Chairman Schrantz called the meeting to order at 5:00 p.m. and noted a quorum was present.

Minutes:

The minutes of the July 21, 2005 meeting were approved as submitted.

Public Hearings:
 

  1. Case No. 05-08-11-V: Variation request for corner side yard setback at 415 Belview (new garage)

    Mrs. Lynn A’hearn, 415 Belview Dr., Normal, IL, was sworn in by Vice-Chairman Schrantz. Mrs. A’hearn spoke saying they would like to build a 2-car detached garage the rear yard. The existing one car garage is being converted into living space. Mrs. A’hearn said they have 4 vehicles and this would allow them to keep them off the street. Mrs. A’hearn said they will put in a partial driveway to the new garage and would like to keep the existing one lane driveway.

    Mr. Anderson asked Mrs. A’hearn about the type vehicles they owned. Mrs. A’hearn told him the type vehicles and they were not large types.
    .
    Vice-Chairman Schrantz asked how long Mrs. A’hearn has lived there. Mrs. A’hearn said about 2 months. Director of Inspections Greg Troemel said that the Ahearn’s had contacted him before they had purchased this home to see if they would be able to do this kind of project to the home. Mr. Troemel said by code they would be allow to build the garage in the rear yard, but the are asking for variation for the setback change.

    Mr. Blakney spoke saying there are mostly one-car garages in that neighborhood. Mr. Troemel said he would discuss with Mike Hall of Engineering & Public Works about the existing driveway.

    Mr. Palmgren had some concerns about the existing hedges. Mr. Anderson was concerned about the height of the hedging and that they could obstruct the view of young children walking to the near by grade school.

    There was no one else to speak regarding this application.

    Mr. Palmgren moved to approve with the condition that staff advises the A’hearns on how the landscaping should be done. Mr. Hess seconded.

    Ayes: Mr. Palmgren, Mr. Hess, Mr. Anderson, Mr. Schrantz

    Nays: Mr. Blakney
    Motion declared carried.
     
  2. Case No. 05-08-12-V: Variation request for side yard setback at 1603 Windsage Country Club Court (garage expansion)

    Mr. Ron Long, 1603 Windsage Country Club Court, Normal, IL was sworn in by Vice-Chairman Schrantz.

    Mr. Long is requesting a 1’ variation to expand the garage to the west of the property. Mr. Long said this would allow him to store his boat and vehicles better.

    Mr. Long said he would install a couple windows on the new part and also a there would be a door on the back.

    Mr. Long said he would like this expansion to the garage because the subdivision does not allow storage sheds.

    Mr. Blakney asked if the garage addition would be brick. Mr. Long said it would be siding.

    Mr. Palmgren asked if the neighbors had any concerns with the addition. Mr. Long said he had spoke with them and they had no concerns.

    Mr. Long said he would have some landscaping around the garage addition.

    There was no one else to speak regarding this application.

    Mr. Blakney moved to approve this application as submitted. Mr. Palmgren seconded.

    Ayes: Mr. Hess, Mr. Palmgren, Mr. Blakney, Mr. Schrantz, Mr. Anderson

    Nays: None
    Motion declared carried.
