TOWN OF NORMAL ZONING BOARD OF APPEALS
REGULAR MEETING THURSDAY OCTOBER 20, 2005@ 5:00 P.M.

Gary Blakney, Mons Schrantz, Keith Palmgren, Jim Hess, Ross Manuel, Todd Anderson

Others Present:

Corporation Council Steve Mahrt, Director of Inspections Greg Troemel, and Office Associate Debbi Feid, Mercy Davison, Town Planner

Call to Order:

Vice-Chairman Schrantz called the meeting to order at 5:00 p.m. and noted a quorum was present.

Minutes:

The minutes of the September 15, 2005 meeting were approved as submitted.

Public Hearings:

  1. Case No.05-10-15-SU: Special Use Permit, 423 Kays Drive, for a kennel operation at the Humane Society Facility.

    Mr. David Severino and Mr. Maurice Barry, Attorney for Mr. Severino, of 203 Landmark Drive, Normal, IL, were sworn in by Vice-Chairman Schrantz.

    Mr. Severino spoke saying that the Humane Society has been searching for a new location for sometime. Mr. Severino said the property on Kays Drive would work out nicely and that he has had an engineering firm to look at the property to see how it could be remodeled inside.

    Director of Inspections Department, Greg Troemel said he had spoke with Mr. Severino in advance about this property and the fact that he would still have to have a special use permit.

    Mr. Blakney asked about the proposed fencing in the back of the building. Mr. Severino said there would be fencing installed along the east and west side of the parking lot. This is to insure that animals would not run away if they were out of the kennels.

    Mr. Bill Wright, 207 Spear Drive, Normal, IL, was sworn in by Vice-Chairman Schrantz. Mr. Wright said he owns a storage facility next door and just wanted to say that he has no problem with having the Humane Society next door.

    Mr. Blakney commented on how nice a facility this would be. Mr. Anderson agreed and that there had been no negative comments from existing neighbors.

    Mr. Blakney asked Mr. Severino if people actually drop off animals after hours. Mr. Severino said it has happened in the past, but that they do not turn any animals away.

    There was no one else to speak regarding this Special Use Permit.

    Mr. Anderson moved to approve, Mr. Blakney seconded.

    Ayes: Mr. Blakney, Mr. Anderson, Mr. Hess, Mr. Manuel, Mr. Schrantz, Mr. Palmgren

    Nays: None
    Motion declared carried

Other Business:

Mr. Schrantz announced that he would be resigning from the Zoning Board of Appeals. Mr. Schrantz said he has enjoyed being a part of this committee. Mr. Schrantz said he would stay until the end of the year. Mr. Schrantz also said the staff reports have been great and very informative.

There being no further business, the meeting was adjourned at 5:20 p.m.
