TOWN OF NORMAL ZONING BOARD OF APPEALS
REGULAR MEETING THURSDAY NOVEMBER 17, 2005@ 5:00 P.M.

Others Present:

Corporation Council Steve Mahrt, Director of Inspections Greg Troemel, and Office Associate Debbi Feid, Mercy Davison, Town Planner

Call to Order:

Chairman Schaab called the meeting to order at 5:00 p.m. and noted a quorum was present.

Minutes:

The minutes of the October 20, 2005 meeting were approved as submitted.

Chairman Schaab spoke saying at the request of the applicant, Case # 05-11-17-V  and #05-11-18-V for 1006-1008 S. Adelaide will be carried over to the December meeting.

Public Hearings:

  1. Case No. 05-11-16-V: Variation of Off-Street Parking in the Front Yard Building Height, 1910 N. Linden.

    Mr. Mercer Turner, Attorney for the applicant, 1104 Tanger Ct, Normal, IL, was sworn in by Chairman Schaab. Mr. Turner spoke saying he has filed a site plan in a multi-family area for a senior citizen project. Mr. Turner said it would be 50 – 1 bedroom units. This complex would be for senior citizens, 62 years or older, moderate to lower income.

    The apartment building would be 3 stories, all brick, and patios on the 1st floor and balconies on the second and third floors. The parking for the residents would be in the front of the building

    Mr. Schrantz asked if the neighbors in the area had any concern. Mr. Turner said the area mixed multi-family so it would blend in well. Mr. Schrantz asked about the garages. Mr. Turner said there would be covered parking behind the Casey’s General Store.

    Mr. Manuel had some concerns with who could occupy this building. Mr. Turner replied that this complex is not for families, because they are one bedrooms units, that they are directed for senior citizens.

    Ms. Davison commented that this project would fall under the community design standards and should meet the 20% green space with no problem. The plan will be on file in the clerk’s office.

    Mr. Palmgren was concerned about it being next to Casey General Store, the noise and lights. Mr. Turner thought it would be a benefit to the seniors to be able to walk over and get items.

    Several of the commissioners felt this was a good concept and that the building looked good.

    There was no on else to speak regarding this matter.

    Mr. Schrantz moved to approve. Mr. Anderson seconded.

    Ayes: Mr. Palmgren, Mr. Anderson, Mr. Schrantz, Mr. Schaab

    Nays: None
    Motion declared carried.

Other Business:

It was discussed that several commissioners might be stepping down from the Zoning Board of Appeals. They would not be leaving until staff could find replacements.

Adjournment:

There being no further business, the meeting was adjourned at 5:25 p.m.
