TOWN OF NORMAL ZONING BOARD OF APPEALS
REGULAR MEETING THURSDAY FEBRUARY 16, 2006@ 5:00 P.M.

Call to Order:
Chairman Schaab called the meeting to order at 5:00 p.m. and noted a quorum was present.
Minutes:
The minutes of the December 15, 2005 meeting were approved as submitted.
Mr. Blakney came in at 5:01 p.m.
Public Hearings:
- Case No. 06-02-01-V: Rear Yard Setback Variation, 1105
Broadway (Attachment of existing detached garage to house)
Holly Herald, 1105 Broadway, Normal, Illinois was sworn in by Chairman Schaab. Ms. Herald said they have recently purchased this property to renovate it and have an attached garage added on. Ms. Herald said she was not aware when they purchased it that they would have to get a variation. Patrick Herald, 3015 Shaker Lake, Bloomington, was sworn in by Chairman Schaab. Mr. Herald said he and his wife will live at the Bloomington residence while they renovate the Broadway property then move will move there.
Mr. Blakney spoke asking if the garage had been torn down, prior to them knowing they needed to get a variation for the room addition. Ms. Herald said they thought they could have it torn down and have a site plan drawn with the kitchen addition on it. Ms. Herald said the kitchen needs to be totally gutted and remodeled.
Greg Troemel, Director of Inspections, mentioned Steve Brady, the applicants contractor has been to the Inspection Dept. to discuss this project.
Ms. Lorenz asked about how accurate the submitted site plan was. Ms. Lorenz asked if the applicants would consider a detached garage instead.
Mr. Anderson asked if the board does not approve the attached garage, would they reduce the kitchen addition.
Ms. Herald said they would like to have an attached garage for the convenience of it, but would be willing to look at other options.
Mr. Blakney had concerns about the view of the home from the south. Mr. Palmgren had concerns about the addition being too large and possibly doing a detached garage.
Mr. Schaab thought a compromise of the proposed setback be taken into consideration.
Ms. Herald asked to have this application tabled to the March 16, 2006 meeting so that they revise the drawings for a better plan.
There was no one else to speak regarding this application.
Mr. Palmgren moved to have this application table to the March 16, 2006 meeting, Mr. Anderson seconded.

- Case No. 06-02-02-V: Side Yard Setback, 408 Hovey, (Replacement
of existing detached garage)
Mr. Elton Mau, 31086 E. 1300 North Road, Arrowsmith, IL, was sworn in by Chairman Schaab. Mr. Mau said he would like to tear down the existing single-family garage and construct a larger one that is 14x22 ft.
Mr. Blakney asked Mr. Mau if he would be using existing concrete slab for foundation of the garage. Mr. Mau said yes.
Mr. Palmgren spoke asking if this was a rental property. Mr. Mau said it was.
Mr. Blakney asked about if the driveway would be paved. Mr. Troemel said by code that the driveway has be hard surfaced.
Mr. Troemel asks that the minutes reflect that the minimum setback of the garage from the house be 5 feet, it does not show this on the site plan.
Mr. Blakney asked if the garage door would have a service door. Mr. Mau said it yes and it would either be on the west or south side of the garage.
Mr. Blakney spoke saying he felt that the garage could be replaced according to code. Mr. Anderson agreed with Mr. Blakney about the garage being replaced according to code, which would not need a variation.
Mr. Steve Mahrt asked that if the variation is approved, that it should be conditioned on hard surfacing the driveway. Mr. Troemel added that the Town does not ordinarily replace the sidewalk and apron of the drive, and would encourage Mr. Mau to do so.
Mr. Troemel asked Mr. Mau if the tenant would be using this garage. Mr. Mau said it was possible. Mr. Mau said he d use it for storage
There was no one else to speak regarding this application.
Mr. Blakney moved to approve this variation with the condition of the driveway being hard surfaced and that garage is moved back 1 ft. to make the distance from the house 5 ft. Mr. Palmgren seconded.
Ayes: Mr. Anderson, Mr. Penn, Mr. Schaab
Nayes: Mr. Blakney, Ms. Lorenz
Motion declared carried.
