TOWN OF NORMAL ZONING BOARD OF APPEALS
REGULAR MEETING THURSDAY, DECEMBER 21, 2006@ 5:00 P.M.

Call to Order:
Vice-Chairman Anderson called the meeting to order at 5:00 p.m. and noted a quorum was present.
Minutes:
Mr. Blakney asked that the minutes of the November 16, 2006 meeting be noted for Case # 06-11-13-V: sign variation that the Zoning Board members and staff on several occasions offered to table this request so that Suds could gather more information from the dealership concerning the sign. The applicant chose to have the application voted on that night.
Public Hearings:
- Case No. 06-12-14-SU: Amended Special Use Permit for
College Park Christian Church (116 N. Cottage) for a
Building Addition, including variations for building
setback, parking and landscaping.
Mr. Mike Caruthers, 516 Heritage Road, Mackinaw, IL was sworn in by Vice-Chairman Anderson. Mr. Caruthers said he is the Youth Director for the church. Mr. Caruthers said the plan for the church is to construct a building addition that would give them more classroom space. It would also be closer to the church and the children would not have to cross the parking lot.
Vice-Chairman Anderson asked Mr. Caruthers if he had reviewed the landscaping recommendation from the staff report and if he was comfortable with it. Mr.
Caruthers said he has no problems with it.
Vice Chairman Anderson asked what the existing classrooms would be used for. Mr. Caruthers said it would be used for the older students.
Mr. Blakney asked Mr. Caruthers if the parking lot was filled on Sundays. Mr. Caruthers said it usually was and that was some of the parking was on the streets.
Mr. Brett Solm, 211 Rebecca Lane, Normal, IL, was sworn in by Vice-Chairman Anderson. Mr. Solm said the existing classrooms are very small and cramped for the Sunday School. Mr. Solm thought the addition was much needed.
Mr. Doug Kelsey, 1112 Pine Meadow Court, Normal, IL, was sworn in by Vice-Chairman Anderson. Mr. Kelsey stated he is an elder of this church. Mr. Kelsey said the addition would be great for moving the adult classes around for the handicapped. It would also allow more room for the youth area.
Mr. Blakney asked staff about drainage for the new addition. Director of Inspections Greg Troemel responded saying they would have to have a revised grading plan. Mr. Troemel said the church will provide a concept of the addition with more detail at a later date.
There was no one else to speak regarding this application.
Mr. Blakney moved to approve the application as requested with the conditions as stated in the staff report. Mr. Palmgren seconded.

Nays: None
Motion declared carried.
- Case 06-12-15-SU: Special Use Permit for a 70’
Wireless Cell Tower at 601 S. Main St. including setbacks
and from the community Design Standards for landscaping.
Staff suggested that this item be tabled till the next meeting as the applicant was not available to answer questions.
Mr. Palmgren moved to table this application. Mr. Blakney seconded.

Nays: None
Motion declared carried.
