Criminal Intelligence Analyst

The Normal Police Department consists of 77 sworn officers and 30 civilian staff members. They are a full service department that is proud of its national accreditation from the Commission on Accreditation for Law Enforcement Agencies. This requires the department to maintain high levels of professionalism, and proficiency and documentation regarding its policies and procedures.

The Normal Police Department is seeking to continue its professional effort with the filling of its Criminal Intelligence Analyst position. This position is responsible for applying principles of intelligence research and analysis to interpret information regarding its impact on the criminal investigative process. In effect, this position compiles and researches information, analyzes it to predict patterns of criminal behavior, and then communicates intelligence to Officers, Detectives and Police Administration. This is a highly responsible position requiring significant ability to work with a variety of sources, transfer this information into computerized form, manipulating and analyzing the information then reporting on the results of the analysis. The information is used to predict future criminal activity.

Duties

  • Performs selected criminal intelligence casework at a developmental level and researches new techniques.
  • Conducts briefings and presentations of analytical findings and conclusions and may serve as an expert witness in a court of law.
  • Obtains information from Department personnel and numerous other sources, such as the various media outlets and department case files; discusses objectives; develops application of criminal intelligence analytical techniques.
  • Develops rapport with outside agencies and law enforcement and legal personnel and makes arrangements for case information exchange.
  • Prepares case reports, charts and analysis, forwards case reports to a Criminal Investigation supervisor for review and verification; prepares maps and charts such as link analysis, time flow, commodity flow, telephone toll, and other computerized charts to clarify and organize information for further investigation and/or prosecution in criminal court; testifies in court as an expert witness.
  • Coordinates the exchange of interstate and intrastate information pertaining to criminal activity and criminal movement; prepares analytical reports of intelligence information; researches patterns, structures, trends, and movements of criminal groups or individuals; develops recommendations for subsequent investigation; writes analysis and draws charts and maps to substantiate recommendations.
  • Determines structure and operation of organized criminal groups, such as organized crime families, terrorists, and professional criminals by researching and analyzing intelligence relating to patterns, trends and movements of the groups; prepares time flow, link analysis and other charts to illustrate and clarify the structures and operations of groups.
  • Analyzes criminal intelligence information to predict the capabilities and vulnerabilities of investigative strategies.
  • Provides the information and analysis findings in a format that allows for its use by all appropriate personnel and divisions of the Department.
  • Performs other duties as assigned.

Qualifications

  • A Bachelor’s Degree in Criminal Justice, Psychology or related behavioral sciences major from an accredited university or college.
  • Relevant analyst work experience is preferred.
  • Or, equivalent work experience and training that provides the following required knowledge skills and abilities:
  • Considerable knowledge of the statistics and the ability to use statistics to draw inferences and conclusions.
  • Considerable knowledge in the use of computers, especially in the area of data base management.
  • Working knowledge of law enforcement procedures.
  • Working knowledge of graphics and criminal intelligence analytical charting methods.
  • Working knowledge of major criminal case organization and filing methods.
  • Working knowledge of state, federal and local criminal laws and regulations relating to the criminal investigative process.
  • Skill in establishing and maintaining positive working relations with department personnel, law enforcement and the legal and criminal justice system personnel, and work as a member of the Department team in general, and on special case assignments.
  • Skill in the manipulation of data and ability to analyze information into concrete conclusions and recommendations.
  • Skill in the use of personal computers.
  • Skill to construct court exhibits and criminal intelligence charts.
  • Skill in oral and written communications, including the ability to communicate clearly, concisely and logically, in briefings, report writing, and serve as an expert witness in a court of law.
  • Ability to analyze, compare and/or identify information and interpret its significance as factual evidence for criminal prosecution.
  • Ability to learn to use the Department and EJS computer systems.
  • Confidentiality is a critical component of this position.

Compensation

  • Starting salary will be $35400-$49500 annually Depending on Qualifications
  • Normal work week is 37.5 hours/7.5 work day, Monday-Friday
