Planning & Zoning Division

The Planning & Zoning Division is responsible for the coordination of orderly growth and development in the Town of Normal through enforcement of the Zoning and Subdivision codes.

Town Planner Mercy Davison is the primary contact for planning and zoning issues and serves as the staff liaison to the following commissions:

Mercy also administers the historic district Bone Grant fund and the Uptown Moratz Façade Improvement Grant and Uptown Business Loan programs.

ATTENTION:  Anyone contemplating a development, zoning map amendment, zoning variance, or the like should strongly consider attending a Town staff DEVELOPMENT COMMITTEE meeting.  The Development Committee meets every Tuesday from 10 a.m. until Noon.  Contact Town Planner Mercy Davison at (309) 454-9590 or at mdavison@normal.org in advance to be put onto the agenda.
