MEN'S BASKETBALL LEAGUE RULES

  1. Each team coach shall turn in entry fee, non-resident fees and rosters at the time of registration.
     
  2. Team registration fee $525 (15 games) or $450 (12 games). Registration for teams that participated in last years league will be taken on Monday, October 15 and Tuesday, October 16. New teams may register on Wednesday, October 17 and will be selected by a lottery at 5:00 PM if the need arises.

    Complete address checks will be made. Personal checks for fees may be made payable to TOWN OF NORMAL.
     
  3. A minimum of seven (7) and a maximum of fifteen (15) players will be permitted on a team's roster. In order to play in a game, a player must be listed on a team's roster no later than 24 hours before a game. Players must be added by turning in a completed add/drop sheet to the office. No players may be added to a team after Friday, December 9. If a team's roster drops below five (5) active players, enough may be added to bring the roster up to seven (7) with the permission of the Recreation Supervisor. This may be done any time during the league season.
     
  4. League play begins the week of November 5. Leagues are offered on Monday (Chiddix) and Tuesday (various Unit 5 Jr. Highs). No games will be scheduled during Unit 5 holidays and vacations.
     
  5. The department will provide two referees per game, a scorekeeper, a timer and a game ball. Each team will provide their own practice balls. Gym shoes must be worn. Numbered shirts are required to be worn, beginning November 19. Failure to comply with this may result in a forfeit. Individual t-shirts will be awarded to first place. Trophies to first and second place.
     
  6. There will be two 20-minutes halves with five minutes between halves. The clock will run continuously during the first 18 minutes except for time-outs and any unusual delay. During the last two minutes of each half the clock will stop on all whistles. In case of a tie at the end of regulation play, a two minute overtime will be played. Overtime will be played the same as the last two minutes of regulation.
     
  7. A team must have five men to start a game although less may finish. There is no grace period, be prompt. Any team forfeiting a game will be fined $10.00. If they forfeit a second time, they will be fined $15.00. A third forfeit will mean immediate suspension for the remainder of the season. These fines must be in the Parks and Recreation office prior to your next schedule game.
     
  8. Any player receiving two technical fouls in a game will be removed from that game and suspended for a minimum of two games. Any team receiving three technical fouls will immediately forfeit that game. Technical fouls will result in two free throws and point of interruption.
     
  9. Except for the above local rules mentioned here, the I.H.S.A. Rule Book shall be followed.
     
  10. Players not on the official roster may not be used at any time, even with the permission of the opposing team. A team using a person not on the roster will forfeit the game automatically. A team forfeiting three games will be dropped from the league.
     
  11. School rules must be observed. Failure to observe school and league rules will result in expulsion from the league. The supervisor will see that they are enforced, but each manager is responsible for the actions of his team. Some of these rules are:
     
    1. Smoking is not permitted in the school building.
    2. Only gym shoes are allowed on the basketball court.
    3. Spectators must remain in the gym at all times.
    4. Each person is responsible for his own valuables.
    5. No team members will be permitted in the school building before 7:00 pm
    6. Alcoholic beverages are not permitted on the school property. Persons may not play while under the influence of alcohol. Any person caught playing while under the influence of alcohol will be suspended for the remainder of the season and the team will forfeit the game immediately. No warnings will be given.
    7. A player or manager guilty of flagrant acts of poor sportsmanship or profane language is subject to immediate suspension from further league play.
    8. NO DUNKING ALLOWED IN ANY GYM. Any damages done to backboards or rims will be paid for by offending participants and the participant will be suspended from all sports activities in the Normal Parks and Recreation Department for one year.
       
  12. Players must be 18 as of November 5, 2007 and/or out of high school. Boys graduating from high school in 2008 are ineligible.
     
  13. Players may switch from one team to another only after they have obtained written consent of all managers within their division.
     
  14. The eligibility rules will be left to the manager's discretion, and are subject to being checked at any time by the Recreation Office or on the written request of a manager.
     
  15. All protests must give complete information as to circumstances regarding the protest so as to facilitate an early decision. The manager of the offended team must notify the referee at once that the balance of the game is being played under protest. The referee will then mark the scorebook and sign it; showing the balance of the game is being played under protest. In addition, the manager of the offended team will deposit with the supervisor a $15.00 protest fee at the time of the protest. The protest must then be presented in writing to the Recreation Office within 24 hours after the game in question. The $15.00 will be refunded if the protest is allowed; if not, the entire deposit will go into the trophy fund. In the event that a game is continued under protest and the $15.00 fee paid to the supervisor, but written protest is not turned into the Recreation Office within 24 hours, the $15.00 protest fee will be forfeited to the trophy fund.

    All protests concerning rules will be acted upon by the Recreation Supervisor and that decision will be final.
     
  16. Respect the decision of the officials at all times. The prime purposes of this league are to provide a wholesome recreation activity, and to promote fitness. Unnecessary accidents must be avoided. Officials have the authority to remove anyone from a game, or for the remainder of the year.
     
  17. Neither the Parks and Recreation Department, the Town of Normal, nor the Unit Five Board of Education are responsible in the event of injuries or accidents occurring while participating in this activity. Teams are encouraged to provide individual or team coverage accident insurance, and information is available from local insurance agents.
     
  18. Problems should be referred immediately to the basketball league scorekeeper who will be present at all games.
     
  19. In case of inclement weather and Unit Five School closing, games will be cancelled. Call the Rec Line at 433-3434, category 4 for cancellation information.
