Infrastructure Improvements

As part of the uptown renewal effort, the Town is making a significant investment in street and infrastructure improvements. Many of the underground utilities in Uptown Normal are between 80 and 100 years old and are in need of full replacement. Similarly, many of the streets and sidewalks are in need of resurfacing and general upgrades. As part of this investment process, the Town is making every effort to ensure that the uptown remains a pedestrian friendly area. The Town is also undertaking a comprehensive streetscape plan which includes enhancements in landscaping, lighting, and other areas such as seating.
Infrastructure improvements are ongoing and will continue to take place over the next few years. The underground infrastructure project started March 5, 2007, and is anticipated to finish late 2007 or early 2008. Street construction and improvements are expected to begin in Spring 2007 and will progress in three phases:
- Phase 1 - Includes the construction of the south portion of the circular intersection as well as portions of West Beaufort, College Avenue, and Mulberry Street. This phase is anticipated to begin in Spring 2007 and finish in November 2007.
- Phase 2 - Expected to begin in spring of 2008 and finish in November 2008. Includes the northern half of the circular intersection and the construction of Constitution Boulevard.
- Phase 3 - Construction on East Beaufort and North Street will follow phase 2, and is anticipated in 2008 and 2009.
