Our goal is to provide a pedestrian-friendly uptown that provides an assortment of cultural attractions and public spaces and blends retail and commercial uses at street level with a combination of residential and office space above.
It is our desire to promote a safe, healthy atmosphere in which people can live and work, shop and dine and find plenty of diverse recreation and entertainment opportunities.

History of the Redevelopment Plan
In the spring of 1999, it was becoming apparent to the Town Council that, although still a quaint and viable area, uptown Normal was showing signs of age - it had been almost 20 years since any major capital improvements had been done, some of the buildings were showing signs of neglect, and the area was just not realizing its potential.
