Main Street Corridor Development Plan

The Town of Normal’s Planning Division consists of both a Town Planner and Associate Planner. The Town Planner is Mercy Davison, who is responsible for the coordination and orderly growth and development in the Town of Normal. This is accomplished through the enforcement of the Zoning and Subdivision codes. Mercy became the Town Planner in early 2004 after serving as a Town Attorney for two years. As the Planner, Mercy works closely with the Town’s Administrative staff, Town Council, Planning Commission, Zoning Board of Appeals, and the McLean County Regional Planning Commission. The Planner is directly involved in the development of the Town’s Comprehensive Plan. New development in the Town is subject to a number of approvals, all of which involve the Town Planner. The Associate Planner is Lauren Sunkel, who oversees the historic preservation and uptown design programs, enforced by the Town’s Historic Preservation and Uptown Design Codes. Lauren began working as Associate Planner in the summer of 2004 after completing her Masters Degree at the University of Illinois Urbana-Champaign. Lauren serves as staff representative to the Historic Preservation Commission, Uptown Design Review Commission and the McLean County Regional Planning Commission. The Associate Planner is directly involved in facilitating the Bone Grant program for historic and landmark properties and the Moratz Façade Improvement Grant and Uptown Business Loan programs for properties in the Central Business District.
