The primary function of the Inspections Department is to provide and maintain a built environment that is safe for Normal’s residents and those who patronize our community. This is accomplished through the efforts of three divisions, Planning, Building Inspection and Housing that work together to assure a safe and aesthetically pleasing community. The Planning Division is responsible for the orderly and compatible development of land, this is accomplished with the enforcement of the Town’s Zoning and Subdivision Codes. The Building Inspection division enforces six model codes that regulate our community’s new construction and remodeling. The final element in assuring quality environment is that of property maintenance. The Housing division is charged with enforcing the International Property Maintenance Code, this code provides the mechanism to assure all properties, residential, commercial and industrial, are maintained in a code compliant condition. The Inspection Department is a full service department staffed by either licensed or industry certified personnel. Currently the Department maintains an Insurance Service Office (ISO) rating of 4.0, ISO is nationally recognized organization that evaluates municipal services including Fire and Police services.
