As an Entitlement Community receiving annual grants on a formula basis from the United States Department of Housing and Urban Development (HUD), the Town of Normal is required to craft and adopt an annual Action Plan detailing the use of Community Development Block Grant (CDBG) funds in the coming program year. The 2019-2020 Action Plan describes CDBG-funded projects and activities proposed for the period between April 1, 2019 and March 31, 2020. This will be the fifth and final year of the Town’s current five-year Consolidated Plan (2015-2019).
The Town’s annual entitlement grant for program year 2019-2020 is estimated to be approximately $396,000. In addition to the entitlement grant, the Town expects to have $2,000 in program income and approximately $31,420 in carryover funds from the prior year. The Action Plan was prepared in accordance with regulations established by HUD for CDBG entitlement communities.
A public hearing will be held to solicit comments on the proposed 2019-2020 Action Plan on Thursday, March 14, 2019 from 5 p.m. to 6 p.m. in the Café on the first floor of the Normal Public Library at 206 W College Avenue, Normal, IL 61761. The hearing is open to the public.
Individuals with disabilities who plan to attend the hearing, require certain accommodations in order to observe and participate, have questions regarding the accessibility of the facilities, or any individuals with limited English proficiency needing assistance communicating are requested to contact the Town Planning Department at (309) 454-9642.
Public comments on the proposed plan will be accepted Friday, March 1, 2019 through Saturday, March 30, 2019. Written comments should be submitted to the Town Clerk’s Office on the second floor of Uptown Station (11 Uptown Circle, Normal, IL 61761) or in writing to:
