As an Entitlement Community receiving annual grants on a formula basis from the United States Department of Housing and Urban Development (HUD), the Town of Normal is required to craft and submit a year-end report, known as a Consolidated Annual Performance and Evaluation Report or CAPER, to HUD upon the conclusion of each Program (Fiscal) Year. The CAPER offers both a summary of program accomplishments and projects funded with federal Community Development Block Grant (CDBG) funds and an assessment of progress toward meeting the priority needs and objectives identified in an Entitlement Community’s 5-Year Consolidated Plan.
The CAPER for Program Year 2018-2019 details expenditures and activities carried out with the help of CDBG funds by the Town between April 1, 2018, and March 31, 2019. The 2018-2019 CAPER is now available for public review. The comment period ends Monday, June 17, 2019.
Additionally, a public hearing will be held to solicit comments on the 2018-2019 CAPER and/or the CDBG Program generally on Thursday, June 13, 2019, from 5 p.m. to 6 p.m. in the Café on the first floor of the Normal Public Library at 206 W College Avenue, Normal, IL 61761. The hearing is open to the public.
Individuals with disabilities who plan to attend the hearing, require certain accommodations in order to observe and participate, have questions regarding the accessibility of the facilities, or any individuals with limited English proficiency needing assistance communicating are requested to contact the Town Planning Department at (309) 454-9642 prior to the start time of the hearing.
