Notice of Public Comment Period and Public Hearing for the Town of Normal’s Community Development Block Grant (CDBG) Program: Program Year 2021-2022 Action Plan
Normal, IL – April 7, 2021 - As an Entitlement Community receiving annual grants on a formula basis from the United States Department of Housing and Urban Development (HUD), the Town of Normal is required to craft and adopt an annual Action Plan detailing the use of Community Development Block Grant (CDBG) funds in the coming program year. The 2021-2022 Action Plan describes CDBG-funded projects and activities proposed for the period between April 1, 2021 and March 31, 2022. This will be the second year of the Town’s current five-year Consolidated Plan.
The Town’s annual entitlement grant for program year 2021-2022 will be $441,690. In addition to the entitlement grant, the Town expects to have $2,000 in program income and roughly $297,890 in carryover funds from prior program years. Additionally, in Program Year 2021-2022, the Town will have $453,861 in remaining CDBG-CV (Coronavirus) funds to put toward its COVID-19-Related Housing Assistance Program. The Action Plan was prepared in accordance with regulations established by HUD for CDBG entitlement communities.
To gather meaningful community input, the Program Year 2021-2022 Action Plan is now available for public review and comment on the Town’s website, www.normal.org/105/Community-Development-Block-Grant, until April 30, 2021. The plan will also be available for review in hard copy at Town Clerk's Office on the 2nd Floor of Uptown Station (11 Uptown Circle) or at the main desk of the Normal Public Library at 206 W College Avenue.
Additionally, a public hearing will be held to solicit comments on the proposed 2021-2022 Action Plan on Thursday, April 15, 2021 from 6 p.m. to 7 p.m. Due to the present pandemic, the hearing will take place virtually over Zoom and no in-person public comments will be allowed. Written comments may be submitted to the Town Clerk’s Office on the second floor of Uptown Station (11 Uptown Circle, Normal, IL 61761) or in writing to: Town of Normal, Attn: Associate Planner, P.O. Box 589, Normal, IL 61761 or email@example.com..Those wishing to provide comment at the public hearing will need to register by contacting the Associate Planner at firstname.lastname@example.org or (309) 454-9642 any time prior to the end of the hearing at 7:00 p.m. on April 15, 2021. Once registered with the Associate Planner, commenters will receive the meeting call-in number and meeting ID, along with instruction on how to join the virtual meeting.
